International Consultant for Sri Lanka UNSDCF Evaluation 2023-2027

About the role

The United Nations Sustainable Development Cooperation Framework (UNSDCF) for Sri Lanka (2023‑2027) requires an independent, system‑wide evaluation. As International Consultant (Team Leader), you will guide the evaluation process, ensure methodological rigor, and deliver key reports that inform future UN support.

Key responsibilities

• Lead the entire evaluation, overseeing design, data collection, analysis, and reporting.
• Produce the Final Inception Report, Initial Evaluation Findings report with presentation, and the Final Evaluation Report with presentation.
• Ensure alignment with UNEG norms, UNSDCF evaluation guidelines, and UN evaluation criteria (relevance, coherence, effectiveness, efficiency, sustainability, impact).
• Assess UN contributions to Sri Lanka’s development priorities, including post‑crisis recovery, institutional resilience, inclusive governance, and equitable human development.
• Coordinate with the internal Evaluation Management Team, Resident Coordinator, and Development Coordination Office.

Required profile

• International consultant with proven experience in large‑scale development evaluations.
• Familiarity with UN evaluation standards, UNSDCF framework, and the 2030 Agenda.
• Ability to lead a two‑member evaluation team and manage deliverables within tight timelines.
