Community Engagement and Communication Consultant for Inclusive Youth TVET Campaigns

About the role

The World University Service of Canada (WUSC) is seeking two consultants to provide strategic oversight and technical assistance to community‑engagement partners in Sri Lanka’s Northern and Eastern provinces. The consultants will help design, implement and monitor gender‑responsive social‑marketing campaigns that encourage inclusive youth participation in Technical and Vocational Education and Training (TVET) and related employment.

Key responsibilities

• Review STRIVE research, district recommendations and labour‑market evidence to translate findings into practical campaign priorities.
• Support partners in identifying target audiences, key influencers and barriers, and develop behaviour‑change pathways linking messages to desired outcomes.
• Co‑design locally appropriate campaign strategies, messages, activities and communication channels that integrate gender equality, disability inclusion and environmental sustainability.
• Provide ongoing technical coaching during campaign implementation, monitor reach and impact, and document learning for replication.

Required profile

• Proven experience in community engagement, social‑marketing or communication campaigns, preferably within TVET or youth‑employment contexts.
• Strong understanding of gender equality, social inclusion and disability considerations in development projects.
• Experience working with diverse stakeholders such as women’s rights organisations, youth champions, TVET providers and private‑sector partners.
• Ability to travel and work onsite in the specified districts of the Northern and Eastern provinces.
