National Consultant – UNSDCF Evaluation (Sri Lanka, 2023‑2027)

About the role

The United Nations Sustainable Development Cooperation Framework (UNSDCF) for Sri Lanka (2023‑2027) requires an independent evaluation to assess relevance, effectiveness, and impact. As the National Consultant, you will support the International Team Leader in delivering a comprehensive, system‑wide assessment that informs future UN programming and accountability to national stakeholders.

Key responsibilities

• Assist in designing and implementing the evaluation methodology in line with UNEG norms and UNSDCF guidelines.
• Collect, analyse, and synthesize data from UN agencies, national partners, and other stakeholders.
• Prepare the Final Inception Report, Initial Findings Report with presentation, and the Final Evaluation Report with accompanying PPT.
• Provide in‑country expertise, ensuring local context, stakeholder perspectives, and development challenges are accurately reflected.
• Support the Team Leader in coordinating with the Development Coordination Office and the Resident Coordinator.

Required profile

• Strong knowledge of Sri Lanka’s development landscape, recent economic crisis recovery, and institutional resilience.
• Experience in UN system evaluations, development cooperation frameworks, or similar large‑scale assessments.
• Ability to work under the strategic direction of an International Team Leader and deliver high‑quality outputs within tight timelines.
