Baseline Survey Consultant for STRIVE Project (2026)

About the role

The STRIVE Project aims to transform the TVET ecosystem in Sri Lanka’s Northern and Eastern provinces. The consultancy will lead the design and execution of a comprehensive field‑level baseline survey, focusing on outcome indicators, gender equality and green skills.

Key responsibilities

• Design survey tools and methodology aligned with project objectives.
• Conduct primary data collection in Batticaloa, Trincomalee, Kilinochchi, Mullaitivu and Vavuniya.
• Clean and validate collected data.
• Perform statistical analysis and thematic coding of results.
• Prepare a detailed baseline report for the Senior Advisor – Monitoring, Evaluation, Research and Learning.

Required profile

• Individual consultant or research firm with proven experience in baseline surveys and TVET research.
• Strong familiarity with the socio‑political and economic context of Sri Lanka’s Northern and Eastern provinces.
• Ability to deliver the assignment between August and October 2026.

Required skills

• Statistical analysis using R, Stata or SPSS.
• Survey design and questionnaire development.
• Data cleaning and validation.
• Thematic coding and qualitative analysis.
• Gender analysis and green‑skills assessment.
