MEAL Coordinator – DHR Rise Up Project

About the role

The MEAL Coordinator will lead the Monitoring, Evaluation, Accountability and Learning system for the “Strengthening Community Frontliners for Disaster Preparedness and Resilience” project. Working closely with project teams, community partners, government counterparts and World Vision technical staff, the role ensures that robust evidence underpins programme quality, reporting and decision‑making.

Key responsibilities

• Develop and operationalise the project MEAL plan, including monitoring frameworks, assessment schedules, data collection systems and learning processes.
• Design and implement baseline assessments and other measurement activities to establish benchmarks and track performance.
• Maintain indicator tracking systems and routine monitoring of activities, outputs and outcomes against targets.
• Analyse quantitative and qualitative data to identify trends, gaps and results, and prepare evidence‑based reports.
• Facilitate reflection and learning sessions and coordinate quality‑assurance with the Project Manager and national MEAL function.

Required profile

• Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, Economics, Disaster Management or related field.
• 4‑5 years of experience in MEAL, programme quality or related functions within the INGO/humanitarian sector.
• Proven experience establishing monitoring systems, developing indicators and managing results‑based reporting.
• Experience with grant‑funded, disaster risk reduction or community resilience programmes is strongly preferred.
• Fluent written and oral communication in English and Sinhala or Tamil.
