Head of Public Sector Programmes – Finance, Training & Development

About the role

The Head of Public Sector Programmes will lead the organisation’s finance, training and professional development initiatives for the public sector, overseeing programme design, qualification delivery and stakeholder engagement.

Key responsibilities

• Oversee secretarial functions, including the Annual Report and Annual General Meeting process.
• Manage budgets for workshops, seminars and public sector programmes.
• Develop and implement workshops, seminars and study programmes.
• Oversee curriculum, examinations and certification processes for public sector qualifications.
• Collaborate with public sector institutions to strengthen financial management practices.
• Liaise with ministries, departments, provincial councils and local authorities on training and development needs.
• Respond to stakeholder enquiries on public sector accounting standards and professional qualifications.
• Oversee member enrolment processes and related activities.
• Manage examination results, publications, conferences, competitions and professional events.
• Build relationships with key public sector stakeholders.
• Guide and mentor team members involved in public sector programmes.

Required profile

• Member of CA Sri Lanka; CIMA, ACCA or CIPFA membership is an added advantage.
• Postgraduate qualification such as MBA, MSc, MA or higher.
• Minimum 10 years of post‑qualification experience in a senior management role, including at least 5 years in the public sector.
• Strong knowledge of public financial management practices, public sector accounting standards and financial management systems.
• Proficiency in Microsoft Office and computerized environments.
• Excellent communication and interpersonal skills.
• Strong stakeholder management and decision‑making skills.
• Strong organisational skills and ability to work under pressure.
