About the role
The Association of Public Finance Accountants of Sri Lanka (APFASL), the Public Sector Wing of the Institute of Chartered Accountants of Sri Lanka, is dedicated to advancing public sector financial management through education, training, research and professional development. We are seeking a dynamic, results‑oriented professional to lead APFASL and drive its strategic initiatives.
Key responsibilities
- Oversee secretarial functions, including the Annual Report and AGM process.
- Manage budgets for workshops, seminars and public sector programmes.
- Design and deliver cost‑effective workshops, seminars and study programmes to enhance public sector systems and human‑resource capabilities.
- Upgrade and supervise curriculum, examinations and certification for the Master’s in Public Financial Management, SOE Directors' Leadership Development Programme and CPFA (UK) qualifications.
- Collaborate with ministries, departments, provincial councils and local authorities to strengthen financial management practices.
- Respond to stakeholder enquiries on public sector accounting standards and professional qualifications.
- Serve as Secretary to the Public Sector Accounting Standards Committee and APFASL.
- Manage publication and dissemination of examination results for CPFA and CIPFA (UK) qualifications.
- Lead the MPFM Degree Programme, SOE Directors' Leadership Development Programme, APFA/CPFA Annual Conference, Public Sector Annual Oration and related events.
- Build and maintain relationships with key public sector stakeholders and mentor programme teams.
Required profile
- Member of CA Sri Lanka; membership of CIMA (UK), ACCA or CIPFA (UK) is an advantage.
- Post‑graduate qualification such as MBA, MSc or MA.
- Minimum 10 years post‑qualification experience in a senior management role, with at least 5 years in the public sector.
- Strong knowledge of public financial management practices, public sector accounting standards and financial management systems.
- Proficiency in the Microsoft Office Suite and ability to work in a computerised environment.
- Excellent communication and interpersonal skills.
- Ability to manage multiple stakeholders and perform effectively under pressure.
- Strong decision‑making and organisational skills.
- Age below 50 years.
